13th March,

1930.

Sir,

I am directed by my Executive Committee to send you the following Resolution adopted unanimously by the Committee.

"The Executive Committee of the Association for Moral and Social Hygiene urges the British Government to impress upon the Government of Hong Kong that it should frame its policy now with a view to making possible, at the earliest practicable date, the suppression of all brothels and that it should also take steps to provide adequate facilities for free and confidential treatment of all persons suffering from venereal diseases. The Association for Moral and Social Hygiene further expresses the hope that the British Government will review this question in the light of the known conditions now existing in Hong Kong in order that when the Colony is visited by the League of Nations Commission it may be able to report that the British Government is already taking the necessary steps towards a radical improvement of the conditions in regard to brothel-keeping, procuration and the traffic in

women.

n

You will, no doubt, have also received a similar Resolution which was adopted last month by the Executive Committee of the National Council of Women.

My Committee earnestly express the hope that you will give this matter your serious consideration.

The Rt. Hon. the Secretary of State

for the Colonies,

Downing Street, S.W.1.

Yours faithfully,

Alison Neilans

Secretary.
